SECTION 4.04 CITY COUNCIL ACTION ON BUDGET.
   The City Council shall adopt the budget on or before the 30th day of September of the fiscal year currently ending. If it fails to adopt the budget by this date, the budget proposed by the finance officer shall go into effect.
