SECTION 2.08 FINANCE OFFICER.
   The Mayor shall appoint an officer of the City who shall have the title of Finance Officer. The City Council shall approve such appointment. The Finance Officer shall give notice of Council meetings to its members and the public, keep the journal of its proceedings and perform such other duties as are assigned by this Charter, City Ordinance, the Council or state law. The Mayor may in lieu of or in addition to the appointment of a Finance Officer recommend to the Council the appointment of a City Manager. The City Manager, if appointed, shall have all powers and duties as set forth under state law.
