SECTION 2.03 MAYOR.
   The Mayor shall serve as a member of the City Council. In the absence of the Mayor the City Council shall designate one of its members as president with the duties to be the same as the Mayor’s.
   The Mayor shall preside at all meetings of the Council but shall have no vote except in case of a tie. The Mayor shall perform such other duties as may be prescribed by the laws and ordinances, and take care that such laws and ordinances are faithfully executed. The Mayor shall annually and from time to time give the Council information relative to the affairs of the City, and shall recommend for their consideration such measures as he may deem expedient.
   The Mayor shall have the power to sign or veto any ordinance or resolution passed by the Council, and the power to veto any part or item of an ordinance or resolution appropriating money. Any ordinance or resolution shall become effective when the Mayor signs the ordinance or resolution or fails to veto the ordinance or resolution before the start of the next regular meeting of the Council. A vetoed ordinance, resolution, or part or item thereof together with the Mayor’s objections shall be presented to the Council at the next regular meeting of the Council following the original passage by the Council of the ordinance, resolution, or part or item thereof. Any ordinance, resolution or part or item thereof vetoed by the Mayor shall be reconsidered by the Council only during the meeting at which the vetoed ordinance, resolution, or part or item thereof along with the Mayor’s objections were presented to the Council; and, if three-fourths of all members of the Council shall vote to pass the ordinance, resolution or part or item thereof it shall become effective.
