It shall be unlawful for any person to throw, scatter or otherwise place or have or cause to be thrown, scattered or otherwise placed or left, upon or along any way of the state or town open to the public or other public place or upon any lot or lots within the town any waste paper, rubbish, refuse, debris or garbage of any kind.
