(A) (1) It is the intent of this section to establish zoning districts where compatible uses of land may be located to create, protect and maintain a desirable living environment, to stabilize and protect residential harmony and to conduct businesses.
(2) It is also the intent of this section to make it possible to efficiently and economically design and install public facilities in terms of size and capacity, and to adequately meet the needs resulting from a defined intensity of land use.
(B) To carry out the provisions of these regulations, the town is divided and classified into the following four zoning districts as shown in Table 1:
