He or she shall be present at the meetings of the Council and shall act as the President thereof and, when there is a tie upon any question before the Council, he or she shall give the casting vote; he or she shall have power to veto any resolution or ordinance or any part thereof; he or she shall sign all warrants on the town treasury and all permits or permissions granted by the Council, and all contracts made by and on behalf of the town with any other party.
