§ 90.22 ENFORCEMENT; INVESTIGATION.
   (A)   It shall be the duty of the poundmaster to capture all dogs found running at large within the town without check or tag as provided herein and place them in a pound.

   (B)   (1)   For the purpose of enforcing the provisions of this subchapter, the Chief of Police or any law enforcement officer is empowered to demand from the occupants of any premises, upon or in which a dog or other animal is kept or harbored, the exhibition of such dog or other animal and the license or tag for the animal.
      (2)   Whenever complaint has been made that an animal is kept in a reportedly cruel or inhumane manner, the law enforcement officer may examine such animal and take possession of the same, when, in his or her opinion, it requires humane treatment.

   (C)   (1)   It is unlawful for any person to prevent, hinder or detail the Chief of Police or other law enforcement officer in the performance of any duty or power imposed on such officer by this subchapter, or release or attempt to release any animal in the custody of any municipal official.
      (2)   For the purpose of taking into possession and capturing any animal running at large contrary to the provisions or this subchapter, any law enforcement officer shall have the right to use a tranquilizer gun for the purpose of capturing and subduing such animal.

   (D)   The members of the police force of the town shall have the same authority this subchapter in regard to enforcement of the provisions as are conferred on the poundmaster.
