§ 90.21 REGISTRATION FEE; DUTY OF TREASURER.
   (A)   Each owner or keeper of a dog within the limits of the town shall cause the same to be registered in the office of the Town Treasurer. Such registration shall be for a period to commence on May 1 of each year and to expire on April 30 of each year, and such registration fee must be paid and the registration tag obtained on or before May 1 of each year or prior to the dog becoming three months of age, or within 30 days of the time dogs are lawfully brought into the town, as the case may be. Such owner or keeper shall pay for such registration fee $2 for each male or female dog. No such registration shall be issued until proof satisfactory to the Town Treasurer that the dog has been vaccinated for rabies within two years of the date of application for registration.

   (B)   The Treasurer, on payment of the registration fee provided in division (A) above, shall cause the name of the person together with the description of the dog to be registered in a book to be kept by him or her for that purpose, and shall deliver to the owner or keeper a metal check or tag which shall be numbered consecutively in the order of registry and stamped with the year for which issued, and it shall be the duty of the owner or keeper of such dog to keep such check or tag fastened to the neck of the dog or otherwise, and such tag shall be evidence of a license for the year for which used; provided, however, that, this subchapter shall not apply to dogs owned by non-residents of the town unless such dogs be found running at large without their owners or masters.
