For the purpose of this subchapter, the following definitions shall apply unless the context clearly requires a different meaning.
AT LARGE. Off the premises of the owner, and not under the control of the owner or a member or his or her immediate family either hy leash, cord, chain or other restraint attached to the animal and held by the person in control of the animal.
DOG. Both male and female.
OWNER. Any person or persons, firm, association or corporation, owning, keeping or harboring a dog.
