(a) No person shall rent, lease or hire to any minor under the age of sixteen years any watercraft or boat of any description.
(b) Whenever any watercraft or boat of any description shall be rented, leased or hired, the owner, keeper, lessor or his agent or employee, shall insure that the watercraft or boat is equipped with the lights and the safety equipment required by this chapter or the laws of the State.
