381.38 OBSTRUCTING SAFE OPERATION PROHIBITED.
   (a)   No person shall prevent or interfere with the safe operation or navigation of a watercraft while in any of the waters of the Village.
   (b)   No person shall willfully or carelessly obstruct the free navigation of any of the waters of the Village or delay any watercraft having the right to use these waters.
