(a) Registration Required. No person shall operate a bicycle upon the sidewalks, streets or public ways of the Village unless such bicycle is registered and tagged as provided in subsection (e) hereof. All persons acquiring ownership of a bicycle are hereby required to register such bicycle as herein set forth before operating such bicycle in the Village.
(b) Application Information. Application for registration of a bicycle shall be made to the Police Chief upon forms provided by the Chief, which shall contain the name and address of the applicant, who shall be the owner thereof, the make, color and serial number or other identifying mark of such bicycle, and such other information as the Chief shall deem pertinent. (c) License Fee: Initial, Transfer, Waiver and Duplicate. Each application shall be accompanied by a fee of one dollar ($1.00). Any person who sells or transfers a bicycle during the year for which such license plate is issued, shall pay one dollar ($1.00) for the transfer of the license plate to any other vehicle purchased by such person. The Chief of Police, upon application to the Mayor and approval by Council may waive any annual license fee required hereinunder. In the event any license plate is lost, stolen, mutilated or destroyed, a fee of one dollar ($1.00) shall be charged for the issuance of a duplicate plate.

(d) Registration Term; Transfer of Ownership.
(1) Such registration shall be continuing so long as the bicycle remains the property of the original applicant.
(2) Any transfer of ownership of a bicycle terminates the registration and the right to the use of the metal plate provided for in subsection (e) hereof. The registration and metal plate shall not be transferable from one bicycle to another or from one owner to another, except as set forth in subsection (c) hereof.
(e) Records; License Plate and Card. The Police Chief, upon receipt of the application accompained by the required fee, shall register such bicycle. A record of each such registration shall be kept by the Chief. At the time of registration the Chief shall furnish to the applicant a metal plat of form and design approved by him and serially numbered. In addition, each applicant shall be furnished a registration card showing the name and address of the applicant, the number, date of registration, description of bicycle, and reciting that the bicycle has been registered in the name of the owner. The Chief shall also furnish each registrant with such other information as he may deem appropriate. The Chief is hereby authorized and directed to establish such stations for the registration of bicycles as he may deem necessary for the convenience of applicants.
(f) Reports of Sales of Secondhand Bicycles. All persons, firms or corporations engaged in the business of buying secondhand bicycles shall make a report weekly to the Chief of Police of the name and address of the person from whom each secondhand bicycle is purchased, together with the frame, serial or manufacturer's number, and the license plate, if any, found thereon. Every person who sells or transfers ownership of any bicycle licensed hereunder shall report within seven days, to the Chief of Police, such sale or transfer, and surrender the registration card and license plate issued to such licensee.
(g) Plate Attachment; Plate or Serial Number Removal, Mutilation.
(1) All license plates issued hereunder shall be attached to the proper bicycle in a conspicuous place.
(2) No person shall willfully or maliciously removed, mutilate, alter or destroy the frame, serial or manufacturer's number of any bicycle licensed hereunder, or any issued license plate or registration card.
