351.21 COMMERCIAL AND HEAVY VEHICLE.
   (a)   No person shall park any truck, trailer, house trailer, semi trailer, bus or tractor, which has more than two axles or a gross vehicle weight of 9,000 pounds or more on any public street or highway for more than one hour, unless one of the following shall apply:
      (1)   Said vehicle is actively being loaded or unloaded;
      (2)   In case of an emergency; or
      (3)   Said vehicle is in the process of being used by an employee of a state or municipal agency, in the line of duty.
   (b)   No person shall park a trailer detached from a motor vehicle on any public street or highway in the Village.

   (c)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
