The Port Authority shall be empowered to issue bonds or notes for the acquisition or construction of permanent improvements subject to compliance with Ohio R.C. 133.01 to 133.46, inclusive, subject to the vote of the electors residing within the territory of the Port Authority and subject to the further limitations and restrictions as are set forth in Ohio R.C. 4582.06(D).
