(a) The Port Authority shall be governed by a Board of Directors consisting of five members to be appointed by the Mayor with the advice and consent of Council and serving terms as follows:
(1) Two members to serve terms of one year each.
(2) Two members to serve terms of two years each.
(3) One member to serve a term of four years.
(b) Persons subsequently appointed to the Board to successive terms shall serve for terms of four years, except those persons appointed to fill vacancies who shall be appointed to only the unexpired term. Any Director shall be eligible for reappointment. Each Director appointed hereunder shall have been a qualified elector of the Village for a period of at least three years next preceding his appointment as provided in Ohio R.C. 4582.03.
