(a) Firefighters appointed to the Fairport Harbor Fire Department may reside outside of the geographic limits of the Village, provided that:
(1) The motor vehicle driving time from the residence of said non-resident firefighter to the Village shall not exceed twenty minutes under normal driving conditions, obeying all traffic laws, or
(2) Exceed a time period of between twenty to sixty minutes under normal driving conditions, obeying all traffic laws, provided that no more than five (5) firefighters may be hired by the Village who live within the above described twenty to sixty minute drive time distance.

(b) A non-resident firefighter of the Fire Department shall have the same rights, duties and obligations as a resident firefighter of the Fire Department.
