Any owner who is served a notice of vacant property registration may, within ten calendar days of receipt of such notice, apply for an exemption or appeal the findings of the Village Administrator or Zoning Inspector. Such appeal shall be made by filing with the Fiscal Officer a notice of appeal on forms provided for such purpose. The appeal shall be scheduled for a hearing before the Planning Commission. The Planning Commission shall fix a reasonable time for the hearing of an appeal. Notice of the time and place of hearings shall be mailed by first class mail, at least ten (10) days prior to the hearing to the party who filed the appeal. At the hearing before the Commission, the party who filed the appeal may appear in person or through legal counsel. The hearings shall be public. However, the Commission may go into executive session for discussion but not for a vote on any case that is before the Commission.
