(a) The Zoning Inspector, or his duly authorized agent, is hereby authorized and directed to make a biennial inspection of every rental dwelling unit located within the Village of Fairport Harbor in order that he may determine the condition of same.
(b) In the event the owner, agent or person having charge of a rental dwelling unit located within the Village refuses to voluntarily permit entry as may be requested by the Zoning Inspector or his duly authorized agent to conduct the inspection authorized by subsection (a) hereof, then the Zoning Inspector or his duly authorized agent shall consult the Solicitor, and the Solicitor shall take all steps legally necessary to gain entry to the subject premises for the purpose of conducting said biennial inspection.
