521.11 ADMINISTRATION FEE.
   Any person, corporation, limited liability company, partnership, agency or other entity having been served with a bill from the Village for goods, materials, services and/or work provided or performed by the Village, and as a result of the non-payment of same, said unpaid bills shall have been certified to the County Auditor to be entered upon the tax duplicate and be a lien upon such land having benefited from said goods, material, services and/or work provided or performed by the Village, then, in such event, said person, corporation, limited liability company, partnership, agency or other entity shall also be assessed a thirty dollar ($30.00) administration fee.
