No person shall fail to comply with the following requirements within the lawful time after service of publication of notice or resolution as made as required by law:
(a) To construct or repair sidewalks, curbing or gutters as provided for in Ohio R.C. 729.02 et seq.
(b) To fill or drain any lot or land and remove obstructions from said lot as provided for in Ohio R.C. 715.47.
(c) No owners or occupants of abutting lands shall fail to keep sidewalks, curbs or gutters in repair and free from snow, ice or any other nuisance as required by Ohio R.C. 723.011.
(d) Whoever violates the above requirements shall be deemed guilty of a minor misdemeanor and fined an amount not exceeding one hundred dollars ($100.00). Each day’s violation shall constitute a separate offense.
