This subchapter is hereby declared to be remedial and shall be construed to secure the beneficial interests and purposes thereof which are public safety, health and general welfare through structural strength, stability, sanitation, adequate light and ventilation and safety to life and property from fire and other hazards incident to the construction, alteration, repair, removal, demolition, use and occupancy of existing structures. The provisions of this subchapter shall apply to all existing structures within the town. Portable, mobile or demountable structures when used or intended for use within the town shall be subject to applicable provisions of this subchapter. This subchapter establishes minimum requirements for the initial and continued use of all structures and does not replace or modify requirements otherwise established for the construction, repair, demolition, removal or use of structures, equipment or facilities except as provided in this subchapter.
