§ 31.110 TOWN MANAGER.
   The Town Manager shall:
   (A)   Be authorized to inspect at any reasonable time all books and records pertaining to town affairs and kept by any officer or employee of the town;
   (B)   Settle any dispute as to the respective duties or powers of any appointed officers of the town; and
   (C)   Have the power to delegate to any appointed officer any duty which is to be performed when no specific officer has been directed to perform that duty.
