Exterior lighting of the parking area shall be kept at an intensity of at least 1 foot candle of light on the parking surface during the hours of darkness. A license or lease of the parking lot showing that the owner of the restaurant, bar, nightclub, hotel/motel, private club, eating establishment has the legal right to occupy and control the parking lot during times of operation of the establishment shall be submitted to the zoning administrator prior to the issuance of any zoning and/or conditional use permit.
