§ 31.057 APPOINTMENTS; PROBATIONARY PERIOD; BENEFITS.
   (A)   Appointments to any employment position shall be made by the Manager.

   (B)   (1)   Before completion of the probationary period by an employee, the department head shall indicate in writing to the Manager that he or she has discussed the new employee’s progress, accomplishments, strengths, failures and weaknesses with the employee and make 1 of the following recommendations:
         (a)   The new employee is performing satisfactory work for which the employee should be retained and be given a merit increase;
         (b)   The probationary period should be extended for up to 3 additional months; or
         (c)   The employee should be discharged.
      (2)   If retained, the employee shall be designated a permanent employee. An employee may be dismissed during the probationary period at any time if the department head believes that the employee is not capable of accomplishing his or her assigned duties. A performance report will be submitted on an employee progressing from probationary to permanent status.

   (C)   Employees serving a probationary period following initial employment in a permanent position shall receive all benefits provided in accordance with this chapter.
