Before any commitment is made to an applicant for employment, the department head shall forward the applicant’s complete application form to the Manager with a recommendation as to the position to be filled and the salary to be paid. After investigating the duties and responsibilities of the position and the qualifications and experience of the applicant, the Manager shall determine the classification and the starting salary to be paid if the applicant is selected for employment.
