§ 31.029 MAINTENANCE OF SALARY PLAN.
   Each year prior to the preparation of the annual budget, the Manager shall determine the general level of salaries paid and fringe benefits provided comparable county, municipal and state employees, and any change in the cost of living in the area during the fiscal year. The Manager shall conduct continuing studies of the internal relationships between classes in order to reduce or eliminate inequities between classes of positions within the town. Based on the studies and recommendations and the general financial condition of the town, the Manager shall recommend to the Board increases, reductions or amendments of the salary plan as he or she deems necessary to maintain the fairness and adequacy of the plan.
