The Manager shall be responsible for the administration and maintenance of the position authorization plan. Department heads shall be responsible for bringing to the attention of the Manager and for justifying the need for new positions. The Manager shall study the request and he or she may request the Board to authorize a new position. Subsequent to Board authorizations, the Manager shall either allocate the position to the appropriate class within the existing position classification plan or recommend that the Board amend the position classification plan to establish a new class to which the new position may be allocated.
