The Town Commissioners shall file a copy of this chapter with the Register of Deeds. The Register of Deeds shall not thereafter file or record a plat of subdivision located within the territorial jurisdiction of the chapter without the approval of the Town Commissioners as required in this chapter. The landowner shown on a subdivision plat submitted for recording or his or her authorized agent shall sign a statement on the plat stating whether or not any land shown thereon is within the territorial jurisdiction of this chapter as defined herein. The filing or recording of a plat of a subdivision without the approval of the Town Commissioners as required by this chapter shall be null and void. The Clerk of Superior Court of the County shall not order or direct the recording of a plat where a recording would be in conflict with this section.
