No street shall be dedicated for municipal ownership or maintained by the town, no construction permits issued, and no water, sewer or other town facilities or services be extended to or connected in any subdivision for which an approved plat is required unless and until action approving a final plat has been taken by the Town Board in accordance with the provisions of this chapter.
