The following rules and regulations shall govern the appointment, classification, salary, promotion, demotion, dismissal and conditions of employment of the employees of the town. All appointments and promotions of town employees subject to the authority exercised by the Town Manager shall be made on the basis of merit, fitness and demonstrated ability.
