§ 130.04 PLACING HANDBILLS ON MOTOR VEHICLES.

No person shall place a handbill on a motor vehicle. It is an affirmative defense to a prosecution for violating this section that the handbill was placed on the vehicle with the consent of the operator of the vehicle.
