§ 111.02  CERTIFICATE OF NECESSITY.
   (A)   Any person holding a certificate of necessity who goes out of the taxicab business and ceases to operate his or her taxicab for a period of 90 days shall immediately lose his or her certificate, which shall be automatically cancelled.
   (B)   No holder of a certificate of necessity may transfer or sell the certificate.
