When the County Health Director declares an area-wide quarantine for a period as he or she deems necessary and invokes emergency quarantine, no dog or cat may be taken or shipped from the town without written permission of the County Health Director. During a quarantine, the County Health Director, law enforcement officers, Department of Public Works or persons duly authorized by the County Health Director may seize and impound any dog or cat found running at large in the town.
