The purpose of this subchapter is to protect the health, safety and welfare of municipal employees and is in the public interest to improve indoor air quality, reduce fire hazards and minimize any health risks associated with involuntary exposure to environmental tobacco smoke. Studies have shown that breathing environmental tobacco smoke is a cause of disease, including lung cancer, in healthy nonsmokers. At special risk are elderly people, individuals with cardiovascular disease and individuals with impaired respiratory function, including asthmatics and those with obstructive airway disease.
