At least 30 days before a contractor is notified that a street is ready for him or her to proceed with his or her work the Director of Public Works shall notify all public utilities that the street is being turned over to the contractor for the execution of his or her contract. If those so notified are not ready or cannot get ready within the 30 days, the Director of Public Works shall be so notified in writing, whereupon he or she may, upon the approval of the Manager and the Board, delay the sending of the notice to the contractor.
