Building material scraps shall not be collected by nor disposed of by the town, since the removal and disposal of the material is the responsibility of the property owner and his or her contractor, builder or agent. If building material scraps are not removed from any property within the corporate limits of the town for a period of more than 2 weeks, the accumulation of the scraps shall constitute a nuisance. This nuisance shall be treated in the same manner as any other violation of § 91.04.
