Should any person connect any privately owned water or sewer line or system with any town water or sewer line without first dedicating, giving, granting and conveying same to the town, the act of connecting water or sewer line to the water or sewer line of the town shall be deemed a dedication, gift, grant and conveyance of water or sewer line to the town and in the event, all of the terms and conditions of this subchapter shall be applicable to any lines so connected without authority.
