Upon the completion of the construction and laying of the private utility lines as authorized by the Board for connection to the town’s utility system, and upon inspection and approval thereof by the town, the dedicators shall be permitted to connect private utility lines with the utility lines and system of the town upon the terms and conditions prescribed by this subchapter and the deed of dedication and contract executed by the dedicators.
