Upon receipt of the written application, completed in the foregoing manner, the City Clerk shall issue a permit to conduct a charitable solicitation campaign for the period and in the manner authorized by the permit.

(a) No permit shall be issued for the raising of charitable funds through a car wash until after an inspection by the City Engineer or his designated representative has established that water run-off from the car wash will not cause damage to property in the area. Any damage caused to property in the immediate area as a direct result of the car wash drainage shall be the sole responsibility of the charitable organization making the solicitation.
(b) It shall be the responsibility of the solicitors to direct the flow of excess water into the sanitary sewer system. Furthermore, it shall be unlawful for the solicitors to allow water to drain into the streets or onto abutting private property.
(c) Any applicant denied a permit or any property owner who believes he has suffered damage as the result of water drainage from a permitted car wash shall request a hearing by the Board of Adjustments, in accordance with Section 1307.02(b) of the Planning and Zoning Code. The permit of any solicitor charged with violating any part of this section shall be revoked pending the decision of the Board of Adjustments.
