The City Manager or sanitary officer shall notify owners, agents or occupants of property within the City upon which there is stagnant water to cause the same to be removed and if the owner, agent or occupant of such property shall neglect or refuse to remove the same within the time specified in such notice, such offender shall be punished as provided by Section 501.99, and each day such nuisance is permitted to remain after the time specified for such removal shall constitute a separate offense.
