No person shall construct, install or use any type of incinerator in a commercial or residence building or on any premises adjacent thereto or on other land not zoned industrial within the City. This section is intended to include every type of incinerator regardless of how the same is constructed, fired or otherwise operated, and includes both indoor and outdoor incinerators of all types. Incinerators used by hospitals are specifically excepted from the operation of this section.
