(a) No person on any sidewalk, street or alley of the City shall conduct himself in a manner annoying to persons passing by or to occupants or residents of adjoining or nearby buildings. No person shall carry or possess any unsealed container or partially filled container of nonintoxicating beer or alcoholic liquor upon any sidewalk, street, alley, public parking lot, playground or park within the City except during an organized activity permitted by the City.

(b) No person shall make or cause to be made any unreasonably loud, disturbing and unnecessary noise of such character, intensity and duration as to disturb the peace and quiet of the City.
