Unrestrained dogs or dogs at large may be taken by police, the Dog Warden, or the Humane Society and impounded in an animal shelter, and there confined in a humane manner. Impounded dogs shall be kept for not less than five days unless reclaimed by their owners. If by a permit tag or other means the owner can be identified, the Dog Warden shall immediately upon impoundment notify the owner by telephone and registered mail of the impoundment of the animal. Dogs not claimed by their owners within five days shall be humanely disposed of by the Dog Warden or by an agency delegated by him to exercise that authority.
