In the event any dog or other animal bites or injures any person within the City whether on or off the premises of the owner, harborer or keeper, such dog or other animal shall immediately be confined for observation and treatment in the care of a duly licensed doctor of veterinary medicine for a period of at least ten days or for a longer period, as may be necessary in the opinion of the doctor of veterinary medicine in whose care such animal is placed, all at the expense of the owner, harborer or keeper.
