(a) Registration Required; Display of Plates. No person shall operate a bicycle upon any street or public way within the City without first having registered the same as provided in this article, and no person shall operate a bicycle upon any street or public way without having the registration number plate issued therefor displayed upon such bicycle so as to be plainly visible from the rear.

(b) Application; Issuance; Fee. Application for registration of any bicycle shall be made by the owner thereof, in writing, to the Finance Department, upon blanks furnished by the City Clerk, and such application shall set forth the name of the applicant, his address, manufacturer's name, number, style and color of bicycle, and such other information as the Finance Department may require. Before the issuance of a registration certificate and number plate the applicant shall pay a registration fee in such amount as may be prescribed, and he shall thereupon be furnished a suitable number plate for attachment to such bicycle, without additional cost.
The Finance Department or the City Clerk is hereby authorized and directed to issue a registration certificate and registration number plate to the applicant satisfactorily complying with the requirements herein contained.

(c) Transfer of Plate. The registration number plate required by this article shall be attached to the bicycle at all times when the same is in use on the streets or public ways of the City and shall not be transferred without first applying to the Finance Department for the purpose of recording same under the name of the new owner.
In case the bicycle is sold the owner may retain the number plate for the purpose of attaching same to a new bicycle, if such is obtained, but before attaching such number plate to another bicycle the owner thereof shall make proper application to the Finance Department for such transfer.

(d) Certain Persons Exempt From Registration. Persons passing through the City, or persons in the City for a period of less than ten days, shall not be required to register their bicycles.
