371.09 BLOCKING CROSSWALKS OR INTERSECTIONS.

No person, animal or vehicle shall block or interfere with access to intersections or crosswalks, or stand so as to interfere with the free movement of pedestrians upon any crosswalk or sidewalk of this City. Pedestrians shall not congregate or stand at street corners so as to hinder persons crossing or desiring to cross the streets.
