347.06 VEHICLES CAUSING EXCESSIVE STREET REPAIR AND MAINTENANCE.
   When any person has damaged, or is likely to damage by means of heavy tractor, commercial vehicle or other heavy vehicle by reason of heavy hauling or loading or unusual traffic, any of the streets of the City to such an extent that the cost of repairs and maintenance thereof will be more than the average cost of repairs and maintenance of such streets, the City Manager, Director of Public Works and the City Engineer shall have the power to regulate the loading of such vehicles and to assess the excessive cost of repairs and maintenance of such streets against the person causing such damage, and require the payment thereof before further use of such streets by such person.
