(a) There is hereby imposed upon every person who is found guilty or who pleads guilty or nolo contendere for a violation of any ordinance of the City of Fairmont a mandatory fee of five dollars ($5.00) to provide for and support the operation and administration of the Marion County Teen Court.
(b) Said mandatory fee shall be assessed as a part of the costs of the Municipal Court proceedings and shall be in addition to all other court costs and fees and shall be collected by the Clerk of the Municipal Court.
(c) The fees collected by the Clerk of the Municipal Court pursuant to the provisions of this section shall be deposited into an account established and designated for such purpose and the fees shall be remitted to the Marion County Teen Court; provided, however, that the reasonable expenses, if any, associated with such collection and remittance, shall be deducted.
