179.03 ORGANIZATION AND ADMINISTRATION.
   At the first meeting of each year, the Historic Preservation Review Commission shall elect a chairman and a vice chairman from its members. The Vice Chairman shall have authority to act as chairman in the absence or disability of the chairman. The Commission shall hold at least one meeting per year and all other such meetings as shall be deemed necessary, all of which shall be at the call of the Chairman. Subject to the provisions of any other law to the contrary, all meetings shall be open to the public. The Commission shall keep written minutes of its meeting and all votes shall be recorded in said minutes. Subject to the provisions of any other law to the contrary, the minutes and records of the Commission shall be public record. Notice of all such meeting shall comply with the rules for regular meetings as established for the Council for the City of Fairmont. Each Commissioner shall be entitled to one vote, which shall be cast in person. A majority of the members of the Historic Preservation Review Commission shall constitute a quorum. No action of the Commission shall be official unless authorized by a majority of those members of the Commission present. The City Council shall provide the Commission with suitable offices for holding of meetings and the preservation of plans, maps, documents and accounts, and shall provide by appropriation such sum sufficient to defray the reasonable expenses of the Commission. The Commission shall submit an annual report of its activities to the City Council and the State Historic Preservation Office.
