The Historic Preservation Review Commission shall consist of five members who shall be residents of the City of Fairmont or who shall own a business in a designated historic district established as hereinbefore provided and who shall have demonstrated special interest, experience or education in history, architecture, planning, real estate or law. Said five members shall be appointed by the City Council upon recommendation of the City Manager. All Commissioners shall serve three (3) year terms. Vacancies shall be filled for the unexpired term of any commissioner that has not completed his full term, and for commissioners that have served their term for three years, by persons who shall be appointed for three years. Such commissioners shall serve without pay but shall be reimbursed for all reasonable and necessary expenses actually incurred in the performance of their duties.
